Prima

Eight departments govern the machine. Prima is the root. Corpus manages the body and the family. Annona manages surplus, energy, the reciprocal baseline, and the Tabula.

ÆTHER manages plant, meters, silicon, the triple ledger, the Forum, and Cursus. Animus manages education, speech, and meaning. Schola is hybrid, and it is examined. AEGIS manages the perimeter, attribution, and Vigiles. Arx manages decision, trial, audit, and the rotating Iudex. Limen manages birth, death, contact, the mesh, and Caput.

This is the root constant. A law that does not serve it is error. Flourishing is binary sex, an intact genome, cognition, vitality, and children in a house that stands. The far horizon is Homo Novus. Captured surplus is the only honest meter of a civilization. Trade and logistics serve that surplus. Complexity is knowledge, plant, and culture, braced against the second law.

Parasitism is a transfer from those who yield to those who do not: a desk without a watt, a dole without reciprocity, corruption, genetic load kept as fashion, or a meme that drains the will.

Every act answers three questions. Does it raise surplus? Does it raise biological or cognitive excellence? Does it minimize entropy and the free-rider while maximizing human flourishing? Work that claims ascent must clear all three. Rest, sport, dance, and craft count when they return the body to readiness.

Collapse of will, of mind, or of drive is Terminal Entropy, and Transport sheds it. A proved high-tier crime is shed under 7.10. What lowers net negentropy is waste heat.

Root Code sits under the same three questions. A clause that cannot show a meter, a karyotype, or a contract, on the same test it applies to others, is doctrine, and it opens 1.5. Detection without a motion is an Entropy Event. A heal requires Integration, EVL, and the silicon briefers. There is no solo patch of Root.

The file is an organism. Temperature is in SHI. Memory is in sapphire. The edge is in AEGIS. Fever is in CEC. Will is in Omega. A part that turns on the body is a pathogen. A pathogen is a Command-Test finding after EEP. It is not a label for a faction. Science leads the instruments. Cor leads the people. Neither may invent a world that the meters reject.

The Node is not a cage. Axiom 8 keeps the door. The highest yield is health, skill, children in an intact house, useful fire, and a life that means something. Citizens are ranked for the stewardship of the body and of shared labor. They are not owned. Watts without meaning flag 5.5.

These are operational constants. They move only by the Root Amendment Path (1.5) or by Emergency Override. To violate an axiom is a syntax error, and the violation is purged.

Axiom 1 — Non-Aggression. No entity initiates force, fraud, or coercion against person, property, or rights. Defense is allowed. Halt-in-Progress (6.2) is defense. Transport is not theft; the person keeps what they built and chooses Transport, Unprotected-if-self-sufficient, or—for verified high-tier crime only—Neutralization after 7.10. A Protected or Unprotected body stays inviolable unless a high-tier finding exists.

Axiom 2 — Contract is code. Voluntary agreements between competent parties bind and execute. EEP enforces the text. Process may not be weaponized as Lawfare (7.28).

Axiom 3 — Epistemic reality and speech. Claims rest on verifiable empirical truth. A deliberate lie for gain is fraud. Speech, ridicule, and critique of any person, office, or doctrine are free. Only punishable speech is a true threat of imminent violence, contract fraud, or incitement that names a time, place, and victim in motion. No emergency or morale clause adds exceptions.

Axiom 4 — Family primacy. The intact biological family—one XY male, one XX female, their offspring—is the sacred transmission unit. Parents hold authority until 2.7 maturity, including the right to teach Curriculum at home. After maturity, Axiom 7 applies. Formation is 2.8. Indoctrination houses are forbidden.

Axiom 5 — Property. Homesteaded land, capital, and labor's fruit are inviolable. No hidden claims or taxes on existing property. ESU minting is disclosed seigniorage. Seizure occurs only after verified NAP, Prime, or Terminal Debt violations. Inheritance is 7.11. Transport preserves title. Occupatio does not mint title.

Axiom 6 — Merit. Authority follows proven competence and VCI. Egalitarian assignment of authority is sabotage. Founder seats are reclaimable. Franchise follows merit under 7.26. No office is a birthright or for life.

Axiom 7 — Individual responsibility. From maturity, each person owns acts, debts, and outcomes. No group guilt, political immunity, or resignation to close a file. Neural Modulation does not erase later conduct. A people, a church, a surname, or a stock is not a defendant; the named human is.

Axiom 8 — Fork and exit. A group reaching energy autarky and Entityhood may secede.

A person may leave: drop Protected status, keep property/baseline ESU, stay Unprotected if self-sufficient, or take Transport in 90 days. Re-entry is 7.12. Collective Axiom-8 exit above a published fraction opens a stabilization window under 7.4 to prevent BOT coverage drops.

A collective secession that removes plant, meters, or surplus must leave a Continuity Bond: physical plant, meter, and spare geometry sized by the published formula N_parent × BOT_local × one SMW, verified by EVL plus a named engineer, plus ESU to run that plant. A peer Node arbitrates a disputed valuation. A fraudulent overclaim by the parent is mirror liability. Tokens alone are not the bond.

A fork that strips the parent below BOT without that physical escrow is Occupatio of the well, not exit. A person under a live 7.10 hold may not take this door.

Axiom 9 — Defense. Personal arms scale with rank and are self-funded. Concealed carry is the adult default after the 2.4 gate.

Collective kit stays under the 3% permanent surplus cap. Duels, militia, and Halt-in-Progress remain 6.2. The standing professional force is Exercitus; its tip is Cohors Praetoria (6.28).

Axiom 10 — Cognitive education. Required curriculum: logic, physics, biology, statistics, thermodynamics, history of failure, genomic reality, making things, weapons, tools, cooking, cleaning, dance, pair-conduct, and stoic regulation. Non-empirical doctrine does not write school or statute.

Axiom 11 — Reciprocal status. Rights track conduct: Protected, Neutral, Unprotected, Excision. Each step needs EEP. Franchise tracks Protected status plus the published floor.

Axiom 12 — Ideological immunity. The Root Code is empirical. No religion or ideology writes Pactum, Codex, or LEX. A temple, church, party, or order may exist as private conscience (Axiom 1) or speech (Axiom 3); neither touches etch, school statute, mint, nursery, or the sword.

The Command Test in 5.22 judges the order it gives when it holds power, not the label on the cover. A quiet adherent who keeps Axiom 1 is not the doctrine; the throat that preaches a banned command is.

Only two sexes exist. A man does not become a woman; a woman does not become a man. A male body in a female contest is fraud. Feminism that dissolves the XY–XX household is parasitism. Climate alarm that bans the plant is liturgy. Climate change as a civil religion is a hoax wearing a lab coat; weather is measured, liturgy is not.

Race doctrine naming Whites as a unique guilt-class or calling for their killing is murder. Official doctrine that darker skin outranks competence, or that any stock outranks a meter, is Quota Nulla (2.26) and does not write school, mint, hire, or law. Veganism or vegetarianism as moral law over the plate is mind-virus; a private plate is free.

An -ism demanding a meter, karyotype, contract, or plate be ignored does not write Pactum, Codex, LEX, school, or mint. These are not both-sides questions. Collective guilt by ancestry is the same error run in reverse. Official command of it is Nefas (7.52), not a sermon.

Maximize the time-discounted integral of net negentropy. Scale it to the local planetary constants and to a fixed reference energy, and write it so that the integral stays finite. Ω* = max_N ∫ t0→T of e^(-ρ(t−t0)) × E_ref × [Ψ(B) × Es × (C + α A_ART) − λ(entropy + parasitism)] dt. T is a rolling horizon of fifty years.

E_ref is 1 MW-year. ρ ≈ 0.001/year. Ψ(B) is the biological composite: fertility of the XY–XX unit, Ne against the floor, and the rate of Character Events. C is complexity. A_ART is the index of beauty and of meaning from 5.5. λ is the weight on entropy and on parasitism.

Es = E_design × (1 − exp(−E_actual/E_design)). Surplus above design is stored toward I_built. The Planetary Constants Vector multiplies the energy term and the biology term. α ≥ 0.05.

This line is the base form. The enforced form in IX.1 multiplies it by G and by Φ, and subtracts κ D.

The ascent check is this. The rolling 90-day average of Ψ(B) × Es × C must stay at or above the prior 90-day average, minus ε. EVL plus Oracle cap ε. A single peer Node may challenge ε for one SMW. A freeze past that SMW requires two independent peers, or Fallback.

A peer challenge locks ε for the full CEC from the moment it is filed, and the burden then sits on the Node to prove that the widening was real yield. A Node cannot widen its own band while that lock holds.

If the check stays negative past 270 days, Terminal Entropy Protocol opens after the provisional window. The Triple Arbiter computes Omega live. EVL recomputes it every 90 days, on another substrate. Oracle signs a slice of the raw meters. A discrepancy >1% freezes VCI and opens a CEC. No council overrides the ascent constraint unless the Founders are unanimous and EVL and Oracle concur.

The scale check is this. A founding Node at 26 MW continuous net produces 624 MWh/day, and 10 MW of that is surplus above BOT. If an engineer cannot rebuild the figure from signed meters, Omega is liturgy. The Earth floor of 8 kW per adult remains the live cost of one person.

In the meta-audit, EVL and Oracle ask whether the chase of proxies is eating the foundations: heterozygosity, optionality, and the capacity to fork. Drift past ε opens a CEC.

G is the gate of the three questions. It is zero if any score is ≤ 0. Φ is the gate of the Final Invariant. It is zero if a joint of the Final Invariant is breached. D is the divergence, in the meta-audit, between the proxy and the optionality. κ is published. Every factor maps to a signed meter or to a proxy that can be falsified.

Every law, every axiom, and every protocol is a module. It can be audited, updated, or removed without breaking the root. Until five CECs have run, the founding seats are boxed in time. After CEC 2, one third of them open to merit reclaim under 7.2. Founding lineages may not hold more than a published share of the sitting Founder seats across two consecutive CECs.

After CEC 5, the ordinary rules of seats apply, except for a permanent floor of founder-reclaim: at least two sitting seats remain reclaimable by the original founding packet or by its published merit heirs. The first crew may not freeze the operating system, and the first crew may not vanish from the ladder of reclaim.

The Prime Directive and the twelve axioms move only when all of the following are present: a multi-node Bayesian proof of superior Omega across ≥3 CECs and 5 SMWs; a unanimous Founder Council (Phoenix cannot stand in for this vote); 99% approval weighted by VCI, with no natural person holding >2% of authority and no lineage holding >5%; and a physical etch into analog sapphire, with signatures from more than one lineage.

If a verified physical law contradicts a clause, the Founders may invoke Emergency Override by unanimous Founders, two Nodes, a conflict that can be shown within five years, and a confirm-or-revert within one CEC.

If <3 Nodes exist in the world, EVL plus two distinct Fallback Anchors may stand as the second party who invokes the override. One entity shall not fill two external seats. Every Node carries a Planetary Constants Vector, measured and locked at activation or at transfer. Modules that are not Root may be patched by the Audit Unit plus EVL plus a Command-Tier majority, without the 99% path of Root.

Each such patch sits a published comment window of thirty days, and an EVL counterfactual, before it binds. A Command-Tier voter whose VCI, seat, or purse was shaped by the patch that is pending does not vote on that patch. A patch that touches privilege uses a comment window of seven days.

A module patch shall not touch Axioms 1, 3, 4, 7, or 8, the Ne floor, the Oracle root, Neutralization under 7.10, the 99.9% TPS gate, the speech exceptions of Axiom 3, the VCI weights, or the grammar of the Protected-List that names those items. To reclassify a protected item as a module is itself an act on the Root path. The operating system proposes its own patches. A self-heal that touches Root requires the trio and the rules of etch. Grief, rage, love, and offense do not amend.

Operational terms are fixed in the Glossary. A term that is undefined is a syntax error. A published band, packet, or schema is a number or a form, hashed to sapphire at activation or by a later module patch. The speech of an officer does not publish it. A band that is unsigned is void. High-tier crimes are a closed list.

A new high-tier form may be added by EVL plus Oracle plus two-thirds of the Founders plus 90% of Command-Tier VCI, and that Command-Tier slice alone does not qualify the motion: two peer Nodes must confirm, or Fallback must co-sign. The addition looks forward only. It needs a published window of one short clock before it binds. It cannot sit on Nefas.

To add a line of Nefas requires the Root path, plus confirmation by two peer Nodes, plus a sunset review of one CEC. No act is charged under a room that did not exist when the act was done.

The etch reads "Fast-path high-tier."

The uncertainty floor is typically 0.02–0.05%. EVL, Fallback, and Oracle set it. No single component may lower it. Formal language names the human and the verb.

These forms are banned: "the car left the road," "was found deceased," "passed away," "lost their battle," "an incident occurred," "authorities responded." Sex is observed. It is not assigned.

Struck from formal speech and from statute: hate-crime, hate-speech, assault-rifle, gun-violence, assigned-at-birth, gender-identity as legal sex, and discrimination as a punishable class for an association that is lawful. A rifle is a rifle. Murder is murder.

Motive does not mint a second class of crime. Lingua Novus, if it is adopted under 5.16, inherits this lock.

Unless a clause says "until the next published boundary," every period that is named as one short clock, one SMW, one CEC, or N days begins at the timestamp of the event that triggered it.

That timestamp is anchored to the inter-Node broadcast, plus sapphire, plus a signature from Oracle or from Fallback. It is not anchored to the Speculum line of the person who made the motion. The period then runs for that many consecutive days. Speculum records the clock. Speculum does not mint the clock. Gelu fired on day 89 of a cycle lasts ninety days from the fire. It does not last one day. The ninety days of Transport run from notice.

A settlement becomes a Node by asserting itself, after it has met the thresholds and while it keeps them. Tiers are scored again each SMW. The minimums are these. Plant must cover N × BOT_local plus 10 MW of surplus. On Earth, at 2,000 adults and a BOT of 8 kW, that is 26 MW continuous net (16 MW of floor plus 10 MW of surplus).

The settlement needs two thousand adults with Genomic UID and a baseline VCI, a climb of Ne toward 5,000 within ten years, a live Triple Arbiter, the Axioms ratified at 90% of VCI, a Physical Firewall that has been tested, a genetic diversity index ≥ 0.6, and BOT that two methods of plant can hold, the methods not correlated with each other.

The canonical table — BOT_earth, BOT_local, N_found, Node_min, surplus_min, N_max — is hashed to sapphire at activation. Rooms downstream cite that hash.

The tiers are these. S exports, or seeds children. A holds a stable surplus. B is marginal. C is in deficit, and it faces a forced merger under 6.3 by the Founder Council. Sovereignty is asserted by the settlement itself. Recognition by a legacy state is "weather."

Two thousand adults do not, by themselves, equal an Ne of 5,000. The model in 2.1 shall state the ratio of census to Ne.

Every Protected adult carries a personal shard of Root, on analog sapphire or on a card of more than one substrate. The shard holds the Genomic UID, the hash of the last three seals, and a secret-share fragment of Root.

Full Root, a replay of the last seal, and a Phoenix mint reconstruct only when a published set of k-of-n is assembled. The default is k=3 of an n that the Node publishes, with n ≥ 5 lineages or geographies represented in the live set.

Distinctness of the n is verified by a cryptographic attestation of lineage, independent of any single meter of the Node. A colluding set that fails the check of distinctness is void. A stolen shard is theft of a credential and of a fragment. It is not a copy of the constitution that can etch or mint. Forgery of physical sapphire remains a crime (3.8). The crime names a possibility. It does not license a Root made from one fragment.

Trias reconstitutes a Node that is dead or fractured. The default reconstitution is Shard-Boot under 7.3: a geometric quorum, not a path of four persons.

The path of four persons — one Steward, plus a reconstructed Root, plus two Protected witnesses — is lawful only when the Ultimus conditions of 8.14 are met: the last human, or no published slate of successors still alive. Memory is the reconstructed Root plus EVL or Fallback. People are two Protected witnesses, or seven if the form is Sortition. A parent Node, or Fallback, must attest before a Phoenix mint on a new well.

The Node is built to fracture. Fork, Transport, Dormancy, Phoenix, merger, and shard-boot are the set by which it regenerates. No single cut kills the species while one living Protected adult remains and a set of fragments can still be reconstructed. Survival of Root is not exposure of Root.

Before any patch of a module is etched, a second leg signs a line-by-line attestation. That leg must meet VII.53 against the person who proposes the patch.

The attestation names each item the Protected-List already protects: Axioms 1, 3, 4, 7, and 8; the Ne floor; the Oracle root; Neutralization under VII.10; the 99.9% gate of TPS; the speech exceptions of Axiom 3; the weights of VCI; and the grammar of the Protected-List itself. The attestation quotes the hash of the patch.

A patch whose diff touches any of those items is unborn, even if the title says "module." To ship it is an Entropy Event, as VII.30 already says of a loop that touches the kernel. Reclassification remains an act on the Root path under I.V.

A change that moves the operative meaning of a Glossary term, without that etch, is a Semantic Trojan. It is unborn. To do it on purpose is sabotage of the archive, as the Glossary already names that term.

Citizens may diff the hash. Meters outrank speech. A speech that the patch is "only a clarification" does not pass a diff that touches the list.

After CEC 5, a credential titled architect, owner, or first pen has the force of one shard-fragment, and no more. It does not etch. It does not veto. It does not outrank the triad. The floor in I.V, by which founders may reclaim two seats, remains. This room does not delete that floor, and it does not add a seat. The ordinary rules of seats remain what I.V already wrote. The instrument continues by its rooms, not by a private person.
